ℹ RRC Corridor Prioritization Tool
v5.0 · Web Edition · Western Washington Rural Residential Clusters
📋 About This Tool

The RRC Corridor Prioritization Tool is a web-based implementation of the four-stage framework for rural residential cluster active transportation planning in Western Washington.

v5.0 uses a 3-input architecture: facility infrastructure, crash statistics, and sociodemographic rates are all pre-processed in ArcGIS Pro and stored as columns in the three shapefiles before upload — no runtime spatial joins required.

🗂 Input Data Requirements
  • Corridor SHP — State road corridors with trips, parcels, length, county, and crash columns pre-joined
  • Segment SHP — Road segments with facility presence (1/0), coverage (0–1), and extra attributes pre-joined
  • Parcels SHP — Residential parcels with sociodemographic rates pre-joined from Census Block Groups
🔢 Composite Score Formula
Final Score = w1 × S1 + w2 × S2 + w3 × S3

All stage scores normalised to 0–100 before weighting. Tiers (HIGH / MEDIUM / LOW) assigned at 33/67 score thresholds. Socioeconomic data (Stage 4) is context-only — not included in scoring.
⚙ Four-Stage Scoring Framework
1
Travel Demand & Dependency
Default 45%
Corridor-level trip count, parcel count, and trip density from the Corridor SHP.
Trip count 40% · Parcel count 35% · Trip density 25%
2
Infrastructure Gap
Default 35%
Length-weighted facility gap ratio from Segment SHP — no spatial join needed.
Gap ratio = absent segment length ÷ total corridor length · averaged across all facility types · scaled 0–100
3
Safety — Crash History
Default 20%
Reads crash count, fatalities, and injury columns directly from Corridor SHP.
Crash frequency 40% · Fatality rate 30% · Serious injury rate 20% · Evident injury rate 10%
4
Socioeconomic Vulnerability
Context only — 0%
Parcel-level socio rates aggregated to corridor means. Visible in dashboard popups — not scored.
Poverty · Vehicle deprivation · Age vulnerability · Unemployment
