📋 About This Tool

The RRC Corridor Prioritization Tool is a web-based application for comparing and ranking roadway corridors for active transportation improvements. It uses corridor, roadway segment, and residential parcel data to calculate a priority score for each corridor.

The tool is intended to support planning-level screening. It helps users compare many corridors using the same set of measures and selected weights. The results can be used to identify corridors for further review, field assessment, project scoping, or inclusion in a planning process.

🗂 Three Input Files
  • Corridor layer (Line) — Contains one record for each full corridor being evaluated.
  • Segment layer (Line) — Contains the roadway sections that make up each corridor. Infrastructure, crash, traffic, and speed data are stored or summarized at this level.
  • Residential parcel layer (Polygon) — Contains residential parcels associated with the corridors. It supports parcel counts and socio-demographic scoring.

Final Score = w1 × S1 + w2 × S2 + w3 × S3 + w4 × S4

Defaults: w1=30% · w2=25% · w3=30% · w4=15%. All stage scores normalised to 0–100. Tiers (HIGH / MEDIUM / LOW) assigned at 33/67 thresholds.

Travel Demand & Dependency

Measures how heavily a corridor is used by rural residential parcels — combining trip count and parcel count from the Corridor shapefile.

Length-weighted gap ratio across shoulder, sidewalk, and bike path facilities from the Road Segment shapefile. Higher score = more missing infrastructure.

Safety — Crash History & Exposure
Default 30%
Combines crash history (frequency, fatalities, injuries) with traffic exposure (AADT) and speed risk. Corridors with zero crashes still score based on AADT and speed limit.

Sociodemographics
Default 15%
Stage 4 scores corridors using the Sandy-Williams Equity Need Index — a composite measure of sociodemographic vulnerability developed by WSDOT for the Connecting Communities Pilot Program. The index is computed per Census Block Group and averaged across all residential parcels served by each corridor.
